The City of Crystal River and Crystal River Main Street have entered a partnership to shape our downtown into a thriving, vibrant community that embodies our storied past and sets the tone for its future. The adoption of the Civic Master Plan in 2022 laid the foundation for Crystal River's visionary planning efforts by engaging the community and proposing place-based policies informed by community input and best practices.

As the city's economic center, downtown was a key focus area in the Civic Master Plan, with efforts to preserve the waterfront, strengthen commercial activity on Main Street, and connect neighborhoods through parks, greenways, and trails. Now, the Downtown Plan seeks to refine the implementation strategies outlined in the Civic Master Plan and produce actionable policy recommendations on coastal resiliency, design standards, and economic development in the downtown project area.
